The Arctic Avenger is a suit that makes you and your backpack white. It was previously known as "Plain White Tee" in the early stages of the game.
It can be found lying on the ground and in chests, as well as many other places. There are no advantages to using this outfit (as in blending in), so it is only for appearance.
However, in the Hydra Bunker, it can be used on the white tile floor to blend in and shoot unsuspecting enemies.
